New York City Traffic on a Friday Night

I remember the first time I went to NY City back in the mid 80's. A few friends and I decided to take a midnight road trip there on a Saturday in January. We arrived in NY early morning. I had fallen asleep in back and awoke to fogged windows and U2 singing on the radio ....I still haven't found what I'm looking for. As I cleared the windows to look out I was just awed by the size of these enormous skyscrapers and felt so insignificant. Much has changed since then, most noticeably the absence of the twin towers and all the events surrounding 911.

This recent trip Dov and I arrived about 8pm on a Friday night. Though I was just in NY this past August I felt anxiety, ever so briefly but YES I felt it. That August visit was much different as we were in Boston and decided to swing by the Big Apple just for the afternoon. I didn't have much time to think of where I was going because it was totally unplanned but this trip I knew I would be staying for three days in midtown Manhattan.

As we approached NY from NJ the traffic became more congested then slowed to a crawl, then just stopped and every so often it would inch up. It was here that I felt that apprehension of what if there was an attack or an emergency no way would anyone be able to leave this mess.

Instead of fighting the traffic or trying to maneuver through the tangle as some tried I just kicked back and waited for my turn to move up. We exited the Lincoln Tunnel and weren't sure if we were heading in the right direction. But it didn't matter we had to go with the flow of traffic, its impossible to pull over and very difficult to ask for directions, either from people not speaking English, not living in the city or just plain rudeness.

Cars, buses, trucks, cabs, motor cycles, people walking, riding bikes, more cars, more buses, more trucks, more cabs, more motor cycles, more people walking, riding bikes, people people people cars cars cars all over!!

Unless you experienced NY on a Friday night you just won't understand.

We were going the wrong way to the hotel according to the map Dov brought along so I did a U turn on a divided secondary road that was not as busy. But driving to the hotel every street, street corner, and sidewalk was crowded. People lined the sidewalks either walking or dining outside restaurants and coffee shops and of course the cars, buses and cabs everywhere.

Before arriving at our destination at the Roosevelt Hotel we needed to find a place to park the car. Having no luck finding a place under $200 for the three days that was close by we opted to have it parked at the hotel.

As we pulled up and stopped I marveled how the valet handled the madness. The traffic was unbearable, cars pulling in and out of the hotel, parking cars, opening doors, handing out parking passes, through out this craziness they kept their cool and went about their business as if it was a lazy day in small town America. To me it was just plain nuts!

We loaded our gear on the cart they wheeled out for us but to avoid the tip we took our baggage in ourselves. I'm sure they were not use to this as everyone staying at the Roosevelt must of had money and lots of it. Once entering the marbled lobby and viewing the swank decor I thought maybe I will enjoy this trip, I was right as I did.

The market is open from 10 Am to 9PM from Monday through Saturday and from 12:00 to 6 PM on Sundays. Most of the bars and restaurants do stay open longer than the market however. Parking can of course be tight because of the popularity of the market but there are several garages available to you. Some of those include the Government Center Garage on Congress street and the markets garage on Atlantic Avenue.

Another day in London with the UK's Border Agency.. as they watch people traveling to work they meet a suspicious looking man who turns out to be an illegal immigrant from Nigeria who doesn't seem to know his own date of birth. On this particular morning, the Border Agency made seven arrests of illegal immigrants, including several from India and Pakistan. The fact immigration officers were able to just pull seven illegal immigrants off the street in one small area of London in a few hours is quite worrying and shows the scale of the problem. Of the seven arrests, six were given temporary release but failed to report to back to the police station and are listed as absconders. This is a common pattern you see over and over again when it comes to illegal immigrants. It illustrates clearly that our present immigrant controls are failing. Here's how it's failing: An illegal immigrant is picked up and denies having a passport. Without a passport they know they cannot be detained in prison and deported from the UK. Once arrested and charged with being an illegal immigrant, they are released by the police subject to their agreeing not to work and to report to the police station each week until their documents and passports are ready for them to be deported. Naturally once they are released they are never seen again and they just move on to a different area. They have nothing to lose by absconding. Passport Identity Theft: Don't Leave Home Without Knowing This

Your passport is one of the most important proofs of your identity. Many countries require you to carry you passport with you in order to enter or cross their borders. Identity thieves are well aware of the importance of passports, thus passports have become a one of their prime targets.

Authors including Frederick Forsyth (author of The Jackal) have used passport identity theft as a plot. In The Jackal, an assassin scours the cemetery for the grave of a child who was born around the same time. He then uses that name to apply for a passport. In the book, the story takes place in 1963 before the computer advancements of today. In today's world of computer, electronic data matching of records would make it much more difficult for an identity thief to apply for a passport since it is easier to match births and deaths.

But as many loopholes as the authorities close, identity thieves are still able to find ways to circumvent them. In a slightly different version of Forsyth's idea, identity thieves tried to use the identity of disabled individuals in New Zealand, assuming that it was unlikely for them to apply for a passport. Identity thieves believe that the "real" persons would never realize there was a passport issued in their name.

Because of the value of passports, there are black markets in many countries copying and reproducing passports. Another scenario is to steal real passports and then modify some of the information, such as inserting a different picture. These altered passports are often used by illegal immigrants.

Government officials have been combating passport identity theft by changing the passport design and publishing procedures for checking passports at border crossings. More time and money have been spent on this subject in recent years due to terrorist concerns. Some nations have begun to insert data chips in the passports of their citizens. Countries are also exchanging more information on people suspected of identity theft, details on modifying passports and improvements in passport checking procedures.

If you lose your passport while traveling abroad, contact your country's embassy immediately. There is a real chance your passport will be altered and misused and you don't want to be charged with a crime on foreign soil. You will be issued a temporary passport in order to continue your trip. This will take several day, with the local police investigating the theft.

You can reduce the possibility of having your passport stolen:

* When in a foreign country, if you keep your passport with you at all times, use a

money belt underneath your shirt. It's also a great place to stash most of your cash and other valuables.

* Never keep your passport in a bag or purse because they can be easily and quickly stolen.

* You can also leave your passport locked in the hotel safe. Actually, some countries require you to give your passport to the hotel so the police have access to inspect them at any time.

Guidelines For Correcting Or Changing Information in the US Passport

A passport is a personal identification accepted internationally. Therefore, after receiving your newly acquired passport or renewed passport, it is a must that you carefully look into the details. Make sure the information you provided are written correctly in your document.

The US Department of State is the agency that handles and provides passports to its citizenry. Any correction or changes in this document must undergo the guidelines and requirements they post. There are different and specific methods that must be followed in order to change or correct any information stated in the passport.

Correcting a typographical error or wrong information in the passport

Correcting a typo or any wrong information in the passport is possible. You must first fill-up the Form DS-5504 legibly in black ink and make sure all the information needed is correct and complete. Sign and put a date on the first page of the form. Submission of the form will vary.

If your passport was issued less than 90 days, mail the Form DS-5504 together with your US passport and any document that will support your request to the address stated in the form. If the passport was issued for more than 90 days already, submit the Form DS-5504 together with the US passport, documents supporting your request and two new passport photos. They offer this service free of charge.

Changing the Name

A change of name can be categorized into three: name change because of an error, name change if you are unable to support with documents your request and name change for eligible applicants. If you will just change the name because of an error, follow the instruction for correcting the typographical error.

If you are going to change your name and you cannot support your request through any court order or marriage certification, submit the following requirements in person at a Passport agency or Acceptance Facility: US passport, filled-up Form DS-11, 3 or more public documents that will show the use of your assumed name for 5 or more years and two recent colored photos. Certain fees will be charged to you.

If you changed your name due to a court order or marriage and the passport was issued for not more than 1 year, just submit through mail the following documents: US passport, filled-up Form DS-5504, a certified true copy of the court order or the marriage certificate and two recent photos. No fee will be charged on you.

If your change of name is due to a court order or marriage and you passport was issued for more than a year ago, just mail the following documents to the address provided on the Form DS-82: US passport, filled-up Form DS-82, a certified true copy of the court order or the marriage certificate and two recent colored photos. Inquire about the necessary charges.

Replacing your Limited US Passport

In replacing your limited passport book, two methods are possible. If your passport was issued not less than a year, just mail the following documents to the address provided by Form DS-5504: US passport, filled-up Form DS-5504, other documents specified by the passport services and two recent colored photos. No fee will be charged to you.

If your passport was issued for more than a year, mail the following documents to the address provided by Form DS-82: US passport, filled-up Form DS-82, certified copy of court order or marriage certificate and two recent colored photos. You will be charged a processing fee.

Additional Visa Pages

When your passport has only 2 to 4 visa pages left, mail the following documents to the address provided by Form DS-4085: US passport, and filled-up Form DS-4085. If you are requesting for a new passport book, submit a signed, written request and mail it with Form DS-82 or submit it in person by following the instruction provided by Form DS-11. There are no fees charged for this request.

The Teddy Boy in Britain

After the deprived years of the Second World War, in Britain a rebellious streak was showing in young people. This manifested itself in many ways, the most peculiar being a fashion for young men that was a throwback to the Edwardian era. The Teddy Boy was born.

In an effort to bring a little gaiety to their lives, young people started spending money on a fashion that really belonged to them. The first Teddy Boy suits were made in 1951 in London, but it was a few years before this bizarre style of dress found popularity throughout Britain.

Basically the Teddy Boy's garb consisted of tightly tapered high-waist stove-pipe trousers worn with thick soled square-toed shoes. The jacket was a long drape coat to almost knee length, with velvet lapels and padded shoulders. The favourite colour was black.

Often there was a double breasted waistcoat to set off the suit, together with a bootlace in place of a tie. These bootlace ties were clipped at the neck with a brooch bearing initials, a skull or similar motif.

The Teddy Boy's hair was worn long. Sometimes it flopped forward on the forehead in a jumble of greasy curls, or it was carefully blow waved to stick out in front like an elephant's trunk.

The "Tony Curtis" was also popular at this time. Alternatively the hair would be brushed back in various styles, such as the "Boston." Another much-worn style was the "D.A." so called because the hair was brushed back to resemble a "Duck's Arse."

The hooligan element - previously known as Spivs or Cosh Boys - took an immediate fancy to this new trend. Unfortunately, this led to "Teddy Boy" becoming a synonym for Juvenile Delinquent.

Even at the beginning of the 1960s, some six years after the zenith of Teddy Boy fashions, the Teddy Boy tag was still associated with teenage mischief makers.

In spite of the lavishness of grooming and dress flaunted by the Teds, there was still at that period in the 1950s a prevailing interest in sport. On Saturdays gangs of youths would congregate in station forecourts bound for a kickabout at an amateur football match.

Then in the evenings the Teds would make their way to the dance halls, but the dancing was still the dull perambulating called Waltz, Quickstep and Foxtrot.

Not having the inclination nor the nature to indulge in the dainty steps of ballroom dancing, the Teds shuffled about in their own lolloping manner.

Seeing this, enterprising band leaders - Ken Macintosh among them - decided they should do something about the shiftless grunting mass on the dance floors. And so The Creep was born.

The Creep was much too slow and dreary to last, but for a few months it appealed to the Teddy Boy populace. However, the faint beat of a new sound sweeping the USA was being heard in Britain.

With the rebellious streak of teenagers being exploited on cinema screens in quaint Hollywood dramas of Juvenile Delinquency, the Teds pricked up their ears to the new noise.

Vetting Tenants

Do I really need references for my prospective tenant?

"I know an honest person when I see one. Getting a professional tenant reference is just a waste of money."

Unfortunately these sentiments are no longer true. There are some very plausible people who make a profession out of 'scamming' unsuspecting landlords. They are polite, well turned out, appear well educated and to have good jobs. Unfortunately once in, these 'professional' tenants can make your life hell.

So follow these basic steps if you want to avoid being saddled with the 'tenants from hell'.

Essential steps

There are five steps that you can take to vet your prospective tenants. The first three are essential. The others you may wish to undertake depending on time and resources. They are as follows:

1. Credit referencing.

Referencing agencies are also used by letting agents. They carry out checks on the prospective tenant's credit worthiness and authenticate their personal details. These agencies normally offer various levels of service. You should at least opt for the basic package which will check the following:

* Electoral roll to verify current and previous address

* County Court Judgements (CCJ), bankruptcy and any court based voluntary financial arrangements to ascertain any poor credit history

* An affordability check to ensure that the tenant is likely to afford the rent on their stated earnings

* Validate the bank address and sort code given by status to ensure it is legitimate

* Check submitted details against stored data on file

This type of financial check is available online for between £12-25 and once the enquiry form is submitted the results can be e-mailed back to you immediately.

The most important information to come out of these checks is whether the applicant tenant has a CCJ. If they have this is bad news as it means that in the past a creditor has had to take them to court because of non payment. Often you will find that individuals are serial debtors and have a number of judgements against them. The general rule is 'don't touch them with a barge pole' as 99% of them will be bad news.

The other essential information that should come out of the information is that this should verify the address of the tenant and this should help you confirm their story and details.

Often the reference agency will provide a score of the tenants' suitability. The score tallies with a suggested course of action. Say anything above 1000 would suggest that the tenants are a low risk. Between 1000-750 the tenant may represent a moderate risk of default. Below 750 a high risk and strongly advise not having them.

These scores are useful supplementary guidance but I would caution of interpreting them too literally. There may be some categories of tenant where this system is inappropriate. For instance students may score very badly because they have a limited credit history and/or they move address frequently.

In these cases where it is hard to verify the credit background of your prospective tenant or they have a low score, consider using a guarantor if you are still keen to take them on. Don't use referencing in isolation; instead consider them with other sources of information to build up a picture of your tenants risk profile.

Finally, the verification process should involve an ID check. ID fraud is becoming an increasing problem. You therefore need to verify that your prospective tenants are who they say they are. Get them to show you some ID with a photo such as a passport or European style driving licence so that you can see their name and an identifying picture.

2. Employers reference

This should simply confirm the employment status of the tenant. Are they employed where they say they are? Importantly are they on a full time contract or is their temporary contract just about to finish, casting doubt on their ability to pay the rent in the future. It should also give you their salary which is useful in assessing the tenant's ability to pay.

You can calculate their affordability of the rent in relation to their salary by multiplying the monthly rent by 30. This gives an indication of the minimum salary that would support this level of rent. For example, a monthly rent of £1000 multiplied by 30 equals £30,000. If the applicant annual salary is £20,000, then you should start to question how they are going to afford the rent without sub-letting. Whilst the outcome of this shouldn't be taken as 'gospel', again it gives a useful guide.

3. Bank reference

These references are likely to be the most difficult and time consuming to obtain. In order to get one you will first need written authorisation from your prospective tenant to allow the bank to respond. The bank will then charge you a fee for their services, which at best is likely to be very vague. They will probably respond with uncommittal wording such as "we see no reason why the tenant will not be able the meet the rent".

This is hardly a thumping endorsement and probably means the tenant has no money in their account, but if we give them a huge overdraft in theory they could pay rent for a few months. Given all the effort and time involved and that the enquiry is only about a prospective tenant, my advice would be don't bother.

TOP TIP

Instead a much better solution is to simply get your prospective tenant to let you have their last 6 months bank statements. Sounds intrusive - well not really you are only trying to establish that the tenant can afford to pay the rent they say than can.

These statements provide an invaluable insight into the financial position of your potential tenant. Are they paid what they say they are? What are their regular outgoings, will they really be able to make their rent payments. Do they have any worrying habits, such as a gambling problem which could ultimately cause them to default on their rent. If they refuse then maybe they have something to hide, most good tenants won't even question it. All this information helps to build that risk profile we talked about earlier.

4. Landlords reference

Where the applicant is currently living in rented accommodation it is useful to obtain a reference from their landlord. I would suggest that you ask the following questions:

* How long has the applicant been a tenant of yours?

* What is / was the rent paid?

* Was the rent paid in full and on time each month?

* Were there any periods where the rent was in arrears? Is the rent currently in arrears?

* Has the applicant cared properly for the property and its' contents

* Would you accept the applicant as a tenant again?

The landlords reference, given that many landlords are private individuals is one reference that can be easily falsified by the prospective tenant. All they need to do is to give a friend's details instead. If you are suspicious or want to make very sure, phone this person up. You should be able to tell quickly if the details are genuine.

The other things about landlord references is that if a landlord has a bad tenant, there is a big incentive for them to give a misleading reference just to get rid of them. Given that as a prospective landlord; one of your primary concerns about a tenant is will they keep up to date with their rent. This is why getting the tenant to produce their bank account statements is so useful. One glance of these statements should be able to help you verify that they are indeed paying their rent each month.

On the same topic I would draw your attention to the dilemma faced by many letting agents in seeking references. I recently had a letter requesting a reference for a tenant of mine. The wording of this request was so vague that effectively it was all but meaningless. A letting agent on a 'finders fee' is primarily concerned with getting a tenant. They will therefore not always be looking too hard to find problems.

Finally, there are an increasing number of prospective tenants who were previously home owners having elected to sell up & rent. In their situation a current landlord's reference will not be possible. In this situation you should request copies of their last 6 months mortgage statements as evidence that they were not behind with their mortgage payments. If they refuse, maybe they are trying to hide something.

5. Personal reference

If a landlords' reference is sometimes a bit tenuous then a personal reference is not worth the paper it is printed on. Don't even bother with this.

Risk profile

Ultimately, in deciding whether to take on a tenant you must ask yourself 'how risk adverse am I?' This needs to be considered against the commercial needs to get a paying tenant. If you have positive results from the first three types of check; it is fair to say that these tenants represent a fair risk to most landlords. Research undertaken by the Residential Landlords Association shows that where no tenant checks are undertaken; landlords are 7 times as likely to end up taking court proceedings. In short - make sure you do it.

Before you get paranoid; you should remember that most prospective tenants are perfectly decent law abiding people who will occupy your property, pay rent and leave the property at the end of the tenancy as they found it. What you are trying to insure is that you filter out the small proportion of 'scammers' who will ultimately move on and find a landlord that is less prepared and less organised than you.

Getting a Passport Overnight

Even the well-prepared sometimes find themselves in need of a fast passport. Life circumstances sometimes dictate unexpected trips due to emergent events. Family deaths and work-related issues are the two main reasons that people need to obtain rush passports. Fortunately, it is possible to procure a passport quickly, as long as you're willing to pay a price.

The regular fee for obtaining a new or renewed United States adult passport (ages 16 and older) is $75. Passports for infants/children are $60. These fees are the same regardless of how quickly you need your passport. They are paid directly to the US Department of State. Additionally, all applicants are charged a $25 execution fee. This fee goes to the facility where you apply. Processing times for a standard application are about six weeks, though a lucky few get them faster. However, the only way to obtain guaranteed fast delivery on a passport is to pay an expediting fee. The quicker you need it, the more money you'll have to hand over.

Applicants who need a passport within hours should be prepared to pay two extra fees. The first is an expediting fee. It is $60, regardless of whether you need a passport within hours or a couple of weeks. This fee goes directly to the US Department of State and ensures fast processing at the government's end. On top of the expediting fee, you must pay an expediter fee. This amount is for the processing branch itself, and what you pay depends upon how quickly you need your passport. Both the expediting and the expediter fees are in addition to the initial application and execution fee. Applicants can receive a passport within a few hours for $299. An overnight passport will cost slightly less: $249. Those who can wait a little longer pay incrementally less. Payment of these fees guarantees delivery within the specified time frame.

Because 24 hr. passports are substantially more expensive, it is simply advised that every American citizen have a passport at all times. In fact, it is predicted that within a few years it will become another standard piece of ID, just like a driver's license. Many countries, such as in Europe, already require passports even for domestic flights and hotel stays. It's likely that the United States will be headed in a likewise direction in the years to come. Even if you aren't planning a trip, getting a passport now may save you hundreds of dollars in the event of an emergency. It's good for 10 years if you're over the age of 16 and five years for children under 16.

24 hr. passport applications can be processed anywhere that regular applications are accepted. This includes your local Post Office, immigration agency, and authorized outlets. Identification requirements for both regular and rush US passports are the same, and include:

*Proof of US citizenship. Your birth certificate satisfies this requirement. If you are applying for a US passport renewal you may simply present your old passport.

*Proof of identity. A driver's license, naturalization certificate, government or military ID card will fulfill this requirement. Your previous passport will also work.

In addition to proper identification, you must present two passport-regulation photos. There are specifications which must adhered to, so make sure your photographer is familiar with passport photo standards. Home-produced photos are not accepted.

It's probably a relief to know that you can obtain a passport quickly if you need one. However, even if you don't plan to travel in the near future, getting a passport is probably a good idea anyway. Be prepared for an emergency, and you may save yourself a lot of money in the process.
